May Board of Review – Monday May 10th, 2021

With this month being Court of Honor at month end, we expect a good number of BOR reviews forthcoming for May. Would like to hear from parents that have done a BOR this year to help out. If this month isn’t good, please let me know a month June – December that might be good. Really need every parent in the troop to do 1 – 2 Board of Review each year to make it work for the Troop.

you may need to ask provided – YES, it’s that easy, but vital and important.

With the 20-21 Scouting Season coming to a close at the Court of Honor this month, we start turning our focus to the 21-22 season.  The new season means new faces at Troop 455:  New Scouts who are excited to get going, new parents who are trying to figure it all out, and potentially new leaders (like you) who can help us take Troop 455 into the future.

At Troop 455, we’re always looking for leaders to help us as Assistant Scoutmasters, Committee Members, Merit Badge Counselors, or Trip Leaders.  (Plus of course on Boards of Review.)  If you  haven’t yet taken on a volunteer position at Troop 455 (and remember all roles are volunteer roles), please consider taking one on for 21-22.  

We have been extremely fortunate at Troop 455 to have many leaders who have been with us for years.  Their guidance and support has provided the necessary continuity to ensure our troop’s success.  But their involvement doesn’t mean that you don’t have a role to play.  As the troop continues to grow, getting new leaders involved is critical to both running today’s troop and ensuring we are successful in the years to come.

“Front of House” Scoutmaster Roles

If you enjoy camping, coaching, and working with Scouts, a “front of the house” role might be perfect for you.  These roles involve working directly with Scouts on advancement, leadership, and outdoor activities.

Assistant Scoutmaster is an adult leader over the age of 18 who helps the Scoutmaster deliver the promise of Scouting. Each assistant Scoutmaster is assigned specific program duties. They can serve the troop by guiding a particular patrol to which they’ve been assigned, advising certain Scouts who’ve assumed a position e.g. the quartermaster or OA representative, or fill in as necessary to assure the junior leaders have what they need to run things.

Monthly Trip Leader is an adult leader who has volunteered to run an outing for a month.  The Trip Leader works with the Scouts and the Outdoor Activities Chair to plan and execute a trip.  This is a great way to get involved with the troop and to learn what goes into making the troop run.

Merit Badge Counselors introduce Scouts to a topic about which they are passionate and knowledgeable.  At the very least, a merit badge counselor helps a young person earn a merit badge and get one step closer to the next rank. At the most, a merit badge counselor introduces a young person to a subject that could become a lifelong hobby or career.

“Back of House” Committee Roles

If you’re more comfortable at a computer than a campout, a “Back of House” role might be a good fit for you.  The committee provides the logistical support to the Scouts and Scoutmasters to ensure advancement, outings, and other activities happen.

Communications Chair: Keeps the minutes of meetings and distributes meeting notices. Also manages the troop website and calendar.  At each monthly troop committee meeting, the Communication Chair reports the minutes of the previous meeting. This person is responsible for maintaining the official copy of record for all of Troop 455’s documents such as the Bylaws, meeting minutes and agendas, and policy or guideline documentation.

Treasurer: Handles all troop funds, and pays bills on the recommendation of the Scoutmaster and authorization of the troop committee. The treasurer makes the annual budget submission to the Troop Committee for adoption. The Treasurer also maintains adequate financial records; maintains checking and savings accounts; supervises money-earning projects and reports to the troop committee at each monthly meeting on the status of the Troop’s financial condition.

Summer Camp Coordinator: Handles enrollment and registration for the Troop at the annual summer camp, including registering scouts for classes, promoting the summer camp to the troop, and reaching out to Scouts crossing over to Troop 455 to get them to attend summer camp.

YPT / Health Forms Champion:  Ensures that all adult leaders have current Youth Protection Training (YPT) and that all scouts have appropriate health forms on file. Works with the Outdoor Activities Chair to ensure all trip leaders have copies of forms for adults and youth attending events.

Adult Training Chair:  Every Scout Deserves a Trained Leader, and the Adult Training Chair works with the adult leaders at Troop 455 to ensure they are current with their training for the role they currently hold.  Reports to the troop committee the current training status and works directly with adult leaders to encourage training.

Outdoor Activities Chair: Responsible for overseeing the planning, coordination, and execution of all logistical functions that support troop outdoor activities. This subcommittee supports the Scoutmasters by contacting destination campsites, arranging payments and registration, arranging and coordinating transportation, requesting and securing required tour permits, and providing communications with parents before, during, and after each camping activity.

Advancement Chair:  Supports the Scoutmasters in his/her lead role implementing the Advancement program of the troop. The Advancement chair works with the Scoutmasters to encourage scouts to advance in rank. In addition, the chair coordinates, oversees and implements the scheduling of monthly Boards of Review for advancement of candidates.

Court of Honor Chair:  Plans, schedules, and runs the Troop’s quarterly Court of Honors, to include ensuring participation of appropriate personnel, arranging refreshments, and providing oversight of scout set-up and clean-up of meeting facilities. 

Fundraising Chair: Supports the Scoutmaster by planning, coordinating, managing, and executing the Troop’s fundraising activities (Camp Cards and Popcorn Sales), the annual Scouting for Food drive, the annual Friends of Scouting campaign, and Community Service events. 

Troop Committee Chair: The committee is the troop’s “Board of Directors” and the Committee Chair oversees all committee operations necessary to support the Scoutmaster in administration of the Troop’s program. The chair organizes the committee to see that all functions are delegated, coordinated and completed, and presides over the monthly troop committee meetings. 

Prepared.  For Life.  That’s the Scouting BSA tagline on the homepage of scouting.org.  Training is one of the biggest parts of that equation.  If we can train our scouts, put them in situations where they can test their skills, and then give them constructive feedback on what they did, we’re doing our part to help prepare our boys for challenges throughout their lives.

But did you know that Scouts BSA also offers adult training courses?  These adult training courses cover all sorts of topics — from what you would expect:  training for new leaders for Cub, Scout BSA, and Exploring programs — to programs that go above and beyond:  Wilderness First Aid, Shooting Sports, Climbing Instructor, and much more.  

Here in the Atlanta area, we are incredibly fortunate to have the resources of the Atlanta Area Council (AAC, which includes the Bert Adams, Woodruff, and Allatoona Scout Camps) at our disposal.  This means that in addition to the vast online library of training, our Scouters (our adult leaders) have access to low-cost, hiqh quality training several times a year.

I would encourage every parent in Troop 455 to explore the training opportunities available here in the AAC at https://www.atlantabsa.org/training.  Who knows, maybe you’ll find a course on a topic that you’ve always wanted to explore.  Maybe you’ll get trained to pass on your skills and experience to a new generation.  Maybe you’ll just get the opportunity to meet other Scouters who share your passion in helping shape the next generation of leaders.  In any case, it’s time well spent.

Scouting’s cadence is aligned with that of the school year and with only one month (+/-) left, we’re about to transition both to a new school and Scouting year as well. April saw the Troop’s last outing of the school year. May will see the calendaring portion of the annual program planning process (how the Troop plans for the next year), welcoming of new Scouts bridging over from Cub Packs, elections for positions of responsibility (PORs) for the next Patrol Leader’s Committee (PLC) and final advancement opportunity for this school year with Scoutmaster Conferences (SMC’s), Board of Review (BOR) and the end of year Court of Honor (COH)…….  (that’s a TON of acronyms, though not quite as bad as we have in the IT industry).

While the school and Scouting years are coming to an end, there’s no reason to fret, as Scouting goes on with something for everyone year round. June will have the first PLC meeting with the new PORs, as well as our Scouts at summer camp. Later in the Summer older Scouts will go to national high adventure activities (Philmont and Sea Base this summer, then Northern Tier and Summit/Bechtel Summer 2022). The ASMs and I are discussing holding some targeted merit badge clinics throughout the Summer. August will see the new PLC go through some new-year training, including how to execute upon the annual program plan and hopefully a fun-filled welcome bar-b-q for all our families.

I love this time of year. While it’s a time of high activity and preparation as we move rapidly to the end of one cycle, it’s also a time of reflection regeneration. Take time to look back upon your (or your Scout’s) journey over the past year. Think about how much we’ve all come through and how well we’ve all done coming through it. Pause to consider opportunities to improve in areas where the Scout, the Patrol or the Troop may have room to grow and most of all – SHARE these reflections and ideas openly with one another (and with me). We are all here to serve the Scouts, safely creating opportunities that challenge young boys, helping them grow into young men and ultimately good citizens, providing their voice of reason, stability and fortitude sharpened through experience to our community as they mature throughout their life.

Thank you for the continued opportunity to serve this Troop and each of you. It truly is an honor and privilege. It’s among the most rewarding things with which I’ve ever been involved. The Troop is always ready to welcome your involvement, so if you’ve been reading and watching and wondering how to get more involved, just ask a Scout (or Scoutmaster or Adult Scout Leader).

At Troop 455, we ask parents to participate in at least one Board of Review each year. This short (20 minute) meeting between several adults and the Scout who is “ranking up” is an opportunity for the adults to see (and validate, not test) the Scout’s growth and for the Scout to have an opportunity to explain his goals with Scouting. The Los Padres Council offered this list of great Board of Review questions by rank, which I have copied here for convenience.

Tenderfoot Rank Advancement

This is the Scout’s first experience with a Board of Review. The process may require some explanation on the part of the Board of Review Chairperson. The first few questions in the Board of Review should be simple. The Board of Review should try to gain a sense of how the Scout is fitting in to the Troop, and the Scout’s level of enjoyment of the Troop and Patrol activities. Encourage advancement to 2nd Class. Point out that the Scout may have already completed many of the requirements for 2nd Class. The approximate time for this Board of Review should be 15-20 minutes.

This is the Scout’s second Board of Review. The process should be familiar, unless it has been some time since the Board of Review for Tenderfoot. Questions should focus on the use of the Scout skills learned for this rank, without retesting these skills. The Board of Review should try to perceive how the Scout’s patrol is functioning, and how this Scout is functioning within his patrol. Encourage work on the remaining requirements for 1st Class; many of the easier ones may have already been completed. The approximate time for this Board of Review should be 15-20 minutes.

First Class Rank Advancement

By this point the Scout should be comfortable with the Board of Review process. The Scout should be praised for his accomplishment in achieving 1st Class (particularly if he joined Boy Scouts less than a year ago). In achieving the rank of 1st Class, the Scout should feel an additional sense of responsibility to the troop and to his patrol. The 1st Class rank will produce additional opportunities for the Scout (Order of the Arrow, leadership, etc.). Merit badges will begin to play a role in future advancement to the Star and Life ranks. Encourage merit badge work if it has not already begun. The approximate time for this Board of Review should be 20 minutes.

Star Rank Advancement

With the Star rank, emphasis is placed upon service to others, merit badges, and leadership. Scout skills remain an important element for the Star Scout; however, the emphasis should be on teaching other Scouts these skills. Explore how the Star scout can assist with leading his patrol and troop. Attempt to understand how the Scouting philosophy is becoming part of the Scout’s life. Often the Star rank is a place where Scouts “stall out”. Encourage the Scout to remain active, and participate fully in his patrol and troop. If the Scout appears to be looking for additional opportunities, suggest leadership positions such as Den Chief or Troop Guide. The approximate time for this Board of Review should be 20 minutes.

Life Rank Advancement

The Life rank is the final rank before Eagle. The Life Scout should be fully participating in the Troop, with emphasis being placed on leadership in the unit, as well as teaching skills and leadership to the younger Scouts. Merit Badge work should be a regular part of the Scout’s career. Scouting values and concepts should be an integral part of the Scout’s daily life. At this point, the Scout is starting to “give back to Scouting” through leadership, training of other Scouts, recruiting, keeping Scouts active in the program, etc. Explore suggestions for improving the program. The approximate time for this Board of Review should be 20 – 30 minutes.

Eagle Scout Rank Advancement

The Board of Review for the Eagle Rank is different from the other Boards of Review in which the Scout has participated. The members of the Board of Review are not all from his Troop Committee. Introductions are essential, and a few “break in” questions may be appropriate. At this point, the goal is to understand the Scout’s full Scouting experience, and how others can have similar meaningful Scouting experiences. Scouting principles and goals should be central to the Scout’s life; look for evidence of this. Although this is the final rank, this is not the end of the Scouting trail; “Once an Eagle, always an Eagle”. Explore how this Eagle Scout will continue with Scouting activities, and continued service to his home, church, and community. The approximate time for this Board of Review should be 30 – 50 minutes.

Eagle Board of Review Guidelines

The Board of Review for an Eagle candidate is composed of at least three but not more than six members. These members do not have to be registered in Scouting, but they must have an understanding of the importance and purpose of the Eagle Board of Review. One member serves as Chairman. Unit leaders, assistant unit leaders, relatives or guardians may not serve as members of a Scout’s Board of Review. At least one District advancement representative must be a member of the Eagle Board of Review if the review is conducted at a unit level. A Scout may request a District Board of Review which will consist of members of the District Advancement Committee and/or District members who have an understanding of the importance of the Eagle Board of Review. In no case should a relative or guardian of the candidate attend the review, either as a participant or observer. The contents of the Board of Review are confidential and the proceedings are not to be disclosed to any person who is not a member of the Board of Review.

The Board members need to convene prior to interviewing the candidate (15 to 30 minutes.) The purpose of meeting before the actual interview is to:

  1. Review the prospective Eagle Scout’s application.
  2. Read his reference letters and other important documents.
  3. Become thoroughly familiar with his service project by assessing his final report and any available pictures.
  4. Review these guidelines to help formulate pertinent questions.

During this initial meeting, the Chairman makes sure everyone is introduced to one another, sees that everyone has an opportunity to review all the paperwork and determines that all understand the goals of this Board, which are:

1. The Board determines that the Eagle project was successfully carried out.

2. The Board should be assured of the candidate’s participation in and understanding of the Scouting program.

3. A thorough discussion of his successes and experiences in Scouting must take place.

As the documents are making the rounds, the Chairman should add any relevant data of which he is aware. It is best if the Chairman has personally viewed the completed project – if that is not possible, a phone call to the benefiting group’s representative to discuss the merits of the project will do. The following guidelines must be kept in mind during the questioning of the project:

  1. The review is not an examination; the Board does not test the candidate.  However, the Board should not be a “rubber stamp” approval process. Appearance of the candidate before the Eagle Board of Review does not mean automatic attainment of the Eagle Rank.
  2. The Board should attempt to determine the Scout’s attitude toward and acceptance of Scouting’s ideals
  3. The Board should make sure that good standards of performance have been met in all phases of his life.
  4. A discussion of the Scout Oath and Scout Law is in keeping with the questioning.
  5. Be sure the candidate recognizes and understands the value of Scouting in his home, unit, school and community.
  6. The Scout should be encouraged to talk – don’t ask questions answerable with a simple yes or no.

Once the Scout’s Eagle Application, service project paperwork, letters of recommendation and these guidelines are reviewed, the Scoutmaster is asked to introduce the candidate to the Board (as a courtesy the Board members should stand). The Scoutmaster can be invited to remain as an observer and may be called upon to clarify a point in question. The candidate is asked to begin the Board by reciting the Scout Oath and Scout Law.

The interview process:

  1. Ask him questions about his understanding and adherence to the Scout Oath and Scout Law: The Board should make sure that good standards have been met in all phases of the Scout’s life. A discussion of the Scout Oath and Scout Law is in keeping with the purpose of the review, to make sure that the candidate recognizes and understands the value of Scouting in his home, unit, school and community.
  1. Ask him questions about his camping experiences:
  1. Ask him questions related to his Scouting experience:
  1. Ask him pertinent questions about his project. The Board should make sure that a good standard of performance has been met.
  1. The planning phase
  2. The organization of personnel
  3. Directing the project to completion
  1. Every scouts feels his project was “special” – how is his project “special”?
  1. Ask him about his plans for the future. The Board should attempt to determine the Scout’s ideals and goals.

These are by no means the only questions that may be asked. They are merely examples to be used as a springboard to other questions and further discussion. Please do not assume that you are to ask only these questions and consider the interview complete. The interview should come to a natural conclusion as each board member runs out of questions.

There is not set length of time for an Eagle Board of Review. However, 15 minutes is probably too short and an hour is probably too long.  After the review, the candidate and his unit leader leave the room while the board members discuss the acceptability of the candidate as an Eagle Scout. Because of the importance of the Eagle Scout Award, the decision of the Board of Review must be unanimous. If the candidate meets the requirements, he is asked to return and is informed that he will receive the Board’s recommendation for the Eagle award.

Immediately after the Board of Review and after the application has been appropriately signed, the application is turned into the Council Service Center. A photocopy of the application should be attached to an Advancement Form and submitted to the Council Service Center as well.

If the candidate is found unacceptable, he is asked to return and told the reasons for his failure to qualify. A discussion should be held with him as to how he may meet the requirements within a given period. Should the applicant disagree with the decision, the appeal procedures should be explained to him. A follow-up letter must be sent to the Scout confirming the agreements reached on the action(s) necessary for the advancement. If the Scout chooses to appeal, provide the name
and address of the person he is to contact.

Eagle Palms

Eagle Palms are awarded for continued leadership and skills development (merit badges) after the Eagle Rank has been earned. Hello!  It is I, Anderson, your friendly neighborhood Outing Leader for the March Outing – Scout Olympics with the download on what went down during our marvelous March Outing!  

Scouts from Troop 455 and Webelos from Pack 17 came together last weekend at Bert Adams for Olympic Games training and refreshing everyone in Scout Skills and outdoor fun.  The very questionable weather forecast gave way to perfect temperatures and rain-free skies with a heavy dose of pollen.  Special features for the outing included not one but TWO Campfire Programs – Friday’s was a Zach attack with special guest Mr. Strange on guitar!  (Beware of Beaver Sharks!!!!) and Saturday’s program was emceed by Sawyer.  Both nights included fire, skits and songs, Webelos, and were topped off with Manhunt!  

Saturday’s games had something for everyone starting off with the creation of 3 outing-only patrols complete with flags and yells.  There were rescue carries, poisonous plant identification, outdoor ethics ball toss games, and the now famous rescue of the water bottle from the tree!  Games wrapped up with an orienteering challenge where everyone won a special token from the outing!

A surprise tent inspection refreshed basic camping skills. Several scouts completed merit badge requirements and rank advancements and our newest scout, Ishaan earned his Totin’ Chit and Fireman Chit.  All the Webelos earned parts of their Arrow of Light Award and we are hopeful they will soon choose to cross over into Troop 455.

The outing closed on Sunday with a brief Scout’s Own Service and ended on a high note with a celebration of Sawyer’s birthday!  Thank you to all the scouts and adults, especially Mr. Anthony, the adult leader for this outing who helped make this outing happen.  Everyone did an awesome job.  If you are missing any items from the outing please check with Mr. Anthony for Lost and Found.

We have some big events coming up this month, starting off with Conclave. Conclave is April 16-18. The location will be at Camp Patten in Lakeland, GA, so it’s a bit of a drive but is worth every second. Members from across Georgia and even into Alabama and Florida congregate for this one large camparee style event.  Sign-up will close soon so be sure to sign up ASAP.  You will need to register with both the Lodge and the Section 9 (our regional group):

The Atlanta Area Council’s website is a wealth of information for all things scouting. It’s especially good at providing information for youth training. 

Here’s a link https://www.atlantabsa.org/youthtraining that provides info on BSA Youth Leader training. Note that Introduction to Leadership Skills for Troops (ILST) is a required training to attend National Youth Leader Training (NYLT).

ILST is suggested as an annual training event in the troops. I noticed they are also offering this at the VSC (Scout Shop) on specific dates this year. It’s designed to give new youth leaders ideas, thoughts and techniques to be successful in their new roles while allowing experienced scout leaders to share their knowledge and experience to elevate troop leadership.

There are very few born leaders. Some work on their leadership skills their entire life and still have some things they would like to improve on. ILST and NYLT are offered to help scouts develop their skills. Hope to see you take advantage of these offerings.
